  Policy on Data Sharing and Accessibility

Policy on Data Sharing and Accessibility There is large quantum of data generated at the cost of public funds by various organizations and institutions in the country. Some of this data, which is nonsensitive in nature can be used by public for scientific, economic and developmental purposes. Government constituted a Group of Ministers to resolve the issue pertaining to the proposed oversight mechanism. The Group of Ministers (GoM) met thrice to resolve various issues pertaining to the oversight process and review of current Map Policy. Based on the recommendations of GoM and other concerned Ministries / Departments, Government has now approved broad parameters for formulation of National Policy on Data Sharing and Accessibility. All the Ministries / Departments of Government of India has been asked to prepare a detailed policy framework on Data Sharing and Accessibility with regard to their Ministry / Department within a period of three months. A preliminary Inter-ministerial Planning Meeting under the Chairmanship of Secretary, DST was held in August 2010 and, thereafter, a detailed Inter-ministerial Meeting under the Chairmanship of Hon'ble Minister of State (IC) for Science & Technology and Earth Sciences was convened in the first week of September, 2010 to discuss various aspects of formulation of detailed policy framework by ministries/ departments including basic elements to be shared with them for preparation of final draft of the said policy. The Department of Science & Technology, which is the nodal department on the subject, would thereafter finalize a detailed policy document on National Policy for Data Sharing and Accessibility and obtain approval of the competent authority.
